David Osborne, Sr., was born on March 31, 1807, in Greenbrier County, Virginia. He married Cyntha Butler in 1826, and they were baptized into the Church of Jesus Christ of Latter-day Saints in 1835. The Osbornes moved to Missouri in the 1830s and, after losing their home to mob violence, stayed briefly in Caldwell County before settling in Iowa until 1840. The Historical Records Survey (HRS) had its origins in the Federal Emergency Relief Administration and the Civil Works Administration. In 1935 it came under the auspices of the Works Progress Administration Federal Writers' Project and eventually was designated as an independent program under Federal Project No. One.
